PART.1 Industry New Regulations
1. MIIT: China's Phase VI B emission standards will be fully implemented starting July 1 this year.
Starting from July 1, 2023, the China Stage 6 Emission Standard Phase 6b will be fully implemented nationwide, prohibiting the production, import, and sale of vehicles that do not meet the China Stage 6 Emission Standard Phase 6b requirements.
The production date shall be determined by the vehicle manufacturing date indicated on the motor vehicle certificate of conformity, and the electronic information from the certificate must be uploaded by 0:00 on July 1, 2023. The import date will be based on the arrival date noted on the Certificate of Import for Goods. The sales date will be determined by the date shown on the motor vehicle sales invoice.
PART.2 Factory Updates
1. First week of May passenger vehicle sales
On May 11, the latest data from the China Passenger Car Association showed that retail sales in the passenger car market reached 375,000 units from May 1 to 7, representing a 67% increase compared to the same period last year and a 46% rise from the previous month. Year-to-date cumulative retail sales totaled 6.27 million units, up 1% year-on-year. Meanwhile, retail sales of new-energy vehicles hit 99,000 units, marking a 128% surge compared to the same period last year and a 38% increase from the previous month.
So far this year, cumulative retail sales reached 1.943 million vehicles, representing a 39% year-on-year increase. In the first week of May, the national passenger car market saw average daily retail sales of 54,000 units, up 67% compared to the same period last May—and a robust 46% rise from the previous month.
2. April New Energy Vehicle Sales Summary
The April 2023 delivery figures for new and emerging EV brands have been released. Due to the unique circumstances during the same period last year, most automakers experienced significant year-on-year growth. Aion has maintained sales above 40,000 units for two consecutive months, while Li Auto also surpassed 20,000 units for two straight months, with the company officially announcing that deliveries of the Li L7 exceeded 10,000 units. Meanwhile, Leapmotor and XPeng continued to see year-on-year declines in their April delivery numbers.
NIO delivered 6,658 new vehicles in April, representing a year-on-year increase of 31.2%. Year-to-date cumulative deliveries reached 37,699 units, up 22.2% compared to the same period last year, with total historical deliveries now standing at 327,255 units.
XPeng Motors delivered 7,079 new vehicles in April, a year-on-year decrease of 21.36%. Year-to-date cumulative deliveries reached 25,309 units, with total historical deliveries standing at 284,019 units.
Li Auto delivered 25,681 new vehicles in April, representing a year-on-year increase of 516.3%. Notably, deliveries of the Li L7 exceeded 10,000 units in a single month. Year-to-date cumulative deliveries reached 78,265 vehicles, while the company’s total historical deliveries now stand at 335,599 units.
3. The Nezha S 520 Edition Launched, Priced at RMB 189,800–199,800
On May 9, it was announced that NETA S has officially launched two new models: the NETA S 520 Lite and the NETA S 520, with official suggested retail prices of RMB 189,800 and RMB 199,800, respectively. These additions fill the gap in NETA S's lineup for vehicles priced under 200,000 yuan and offering a range of 500 km.
In terms of intelligent driving, the NETA S 520 version is equipped with NETA PILOT 2.5, an advanced intelligent driver-assistance system featuring two Horizon Journey 3 chips. It comes with 5 millimeter-wave radars, 12 ultrasonic radars, and 5 high-performance cameras, enabling full 360° perception coverage of the entire vehicle. The system supports features such as forward collision warning, automatic emergency braking, intelligent cruise assist, lane-change assist, and automatic parking assist.
4. Porsche: Partners with Mobileye to Enable Hands-Free Driving
On May 9, Mobileye, a provider of advanced driver-assistance systems and autonomous driving solutions, announced a strategic partnership with Porsche, the world-renowned sports car manufacturer, to integrate Mobileye's cutting-edge SuperVision™ advanced driver-assistance system into future Porsche models.
Porsche models equipped with SuperVision™ in the future will feature a perception system powered by 11 cameras and radar, enabling hands-free driving under various scenarios while allowing drivers to remain fully aware of their surroundings.
Mobileye's cloud-connected Road Experience Management™ (REM™) map technology delivers real-time, highly localized information—covering not only road features like lane markings and traffic signals, but also other data related to how drivers interact with their surroundings.

1. Qualcomm Acquires Israeli Chipmaker Autotalks
On May 8, Qualcomm announced that it has reached a definitive agreement to acquire Autotalks, an Israeli automotive chipmaker, further strengthening its presence in the automotive industry. The two parties involved did not disclose the specific amount of the deal.
Qualcomm stated that Autotalks' expertise and industry-leading products will be combined with Qualcomm's 20 years of experience in the automotive industry and its commitment to V2X, aiming to accelerate the development and deployment of V2X solutions, enhance traffic efficiency, and ensure the safety of drivers and road users.
2. Bosch: With annual sales nearing €90 billion, the company will restructure to establish a smart mobility business.
Recently, Bosch Group released its financial report, revealing that it achieved sales of 88.2 billion euros in fiscal year 2022, a 12% increase from the previous year's 78.7 billion euros—though adjusted for currency effects, the growth stood at 9.4%.
Bosch Group is restructuring its Automotive and Intelligent Transportation Technologies business to adapt to evolving market dynamics and customer needs. The goal is to eventually deliver full-stack, customized solutions that can more effectively and swiftly address both existing and entirely new demands.
In 2022, Bosch achieved nearly a 3% year-on-year increase in sales in the Chinese market, reaching RMB 132.1 billion (approximately EUR 18.7 billion). For the first time, Bosch's Automotive and Intelligent Transportation Systems business exceeded RMB 100 billion in sales in China (about EUR 14.6 billion).
