With strong support from the National Office of Intelligent and Connected Vehicles and the Shanghai Municipal Government, Jiading District has taken the lead in establishing a pioneering "1+1+N+1" pilot framework for "Dual Intelligence," continuously deepening the outcomes of the pilot program and actively working to build a comprehensive "New Four Modernizations" system for the automotive industry. A robust industrial chain, cutting-edge technology R&D, and well-rounded policy support have laid a solid foundation for Jiading's "Dual Intelligence" pilot initiative, while strong top-level design has enabled the coordinated development of "Dual Intelligence," seizing a rare historical opportunity.

1. Week 5 of March: Passenger Vehicle Sales
In the fifth week of March 2023 (March 27 – April 2), new energy vehicle sales reached 138,700 units, representing a year-on-year increase of 43.5% and a month-on-month rise of 7%. The year-on-year growth rate matched that of the overall market, while the month-on-month growth lagged behind the broader market trend.
In the fifth week of March 2023, new energy vehicle penetration reached 29.9%, a slight decrease compared to the same period last year. This marks the first time since February of this year that penetration has fallen below 30%.
2. Jaguar Land Rover and Alibaba Cloud Forge Comprehensive Partnership
On April 6, Alibaba Cloud announced the official signing of a comprehensive cooperation agreement with Jaguar Land Rover China. The two companies will collaborate across multiple areas, including infrastructure cloudification, digitalization of supply chains and procurement, intelligent marketing solutions, carbon neutrality and peak carbon initiatives, as well as compliance research for autonomous driving in China.
In terms of infrastructure development, Jaguar Land Rover China will leverage Alibaba Cloud's globally leading cloud computing technology to rebuild a secure, stable, and efficient technological foundation, and jointly establish an integrated big data platform for "R&D, production, supply, sales, and service" management.
In terms of smart R&D, Jaguar Land Rover China is ramping up its local R&D efforts, particularly in the areas of intelligent driving and connected vehicles. With the support of Alibaba Cloud’s computing power, R&D efficiency is expected to improve significantly, enabling the company to meet China’s regulatory compliance requirements.
In addition, the two parties will jointly establish a digital and intelligent marketing system to enhance user services and experiences, and will also introduce an advanced smart management and service system within Jaguar Land Rover to boost employee satisfaction and engagement.
3. Chery Launches Its First Independent New Energy Electric Brand, iCAR
Recently, the 2023 Chery New Energy Night, themed "Technology · Evolution," was held in Beijing. Chery Group unveiled its new strategy, cutting-edge technologies, fresh brands, and innovative products in the new energy sector, unveiling a brand-new matrix centered around "Chery, Starway, Jetour, and iCAR"—a move that fully accelerates its transition toward electrification.
Chery Group announced that its premium brand, Starway, has launched a new series of new-energy vehicles—Starway Sterra. The Starway Sterra series will be built on the high-performance E0X electric platform and features advanced capabilities such as 800V ultra-fast charging.
This series will cover B- to C-segment vehicles, including sedans, SUVs, MPVs, and more, offering both pure electric and range-extender versions. The lineup kicks off with two standout models: the mid-to-large-size electric sedan STERRA ES and the mid-to-large-size electric SUV STERRA ET.

On April 7, Black Sesame Technologies unveiled its new product line—the Wudang series of intelligent automotive cross-domain computing platforms, along with its first chip, the C1200. Black Sesame Technologies stated that the Wudang系列产品 is built on the company’s self-developed ESDE architecture, which delivers low latency and high-throughput data exchange, making it ideal for L2+ level autonomous driving and integrated computing applications.
The first chip in the Wudang series—the C1200—is built on a 7nm process and features an automotive-grade CPU core A78AE with lock-step support, delivering performance equivalent to 150K DMIPS, along with an automotive-grade GPU core G78AE, providing versatile computing and general-purpose rendering capabilities.
Built-in Audio DSP module and a next-generation, self-developed NeuralIQ ISP module capable of processing 1.5G pixels per second online; delivers MCU computing power equivalent to 32 KDIPMS; supports simultaneous input from more than 12 high-definition cameras while enabling high-speed MIPI connectivity.
2. DJI Automotive: Unveils Next-Generation Intelligent Driving Solution, Achieving Urban Navigation with Pure Vision
Recently, DJI Automotive unveiled its next-generation intelligent driving solution at the China Electric Vehicle 100-Person Forum.
This solution delivers L2+ intelligent driving features—including urban memory-based driving (32TOPS) and urban navigation-assisted driving (80TOPS)—using a visual-only configuration with power consumption as low as 32 TOPS and operating at 7V/9V, all while achieving robust visual capabilities for real-time perception without relying on high-definition maps or LiDAR.
Meanwhile, this pure vision-based advanced driver-assistance system also supports the integration of additional sensors such as millimeter-wave radar, ultrasonic radar, LiDAR, and high-precision maps, enhancing the system's safety redundancy.
This solution enables proactive safety, driving assistance, parking assistance, memory parking, multi-level memory parking, memory-based driving, and high-speed navigation driving; upgraded configurations are reportedly capable of delivering urban navigation driving.
