  PART.1 Industry New Regulations

1. The Political Bureau of the CPC Central Committee: Consolidate and Expand the Advantages in New Energy Vehicle Development

The Political Bureau of the CPC Central Committee held a meeting on April 28 to analyze and study the current economic situation and economic tasks.

The meeting emphasized the need to accelerate the development of a modern industrial system underpinned by the real economy. We must not only seize opportunities amid challenges, speeding up breakthroughs in areas where we lag behind, but also leverage our strengths to scale up and strengthen our competitive edges. It is crucial to consolidate and expand our advantages in new-energy vehicle development, while simultaneously accelerating the construction of charging infrastructure, energy-storage systems, and upgrading supporting power grids. Additionally, we should prioritize the advancement of general-purpose artificial intelligence, foster an innovative ecosystem, and remain vigilant in managing potential risks.

  PART.2 Factory Updates

1. Third week of April passenger vehicle sales

During the third week of April (April 17–22), automotive market data showed that, as the month neared its end, BYD’s weekly wholesale volume exceeded 50,000 vehicles, while FAW-Volkswagen (including Audi) and GAC Toyota saw their weekly wholesale figures nearly double compared to the previous week. Meanwhile, FAW Toyota, Great Wall, and SAIC Volkswagen experienced a slight decline in their weekly wholesale volumes.

In terms of sales performance during the third week of April, most automakers saw a month-on-month increase, driven by end-of-month efforts to boost volumes. However, the growth rate wasn’t particularly strong, hovering around 20-30% on average—though for some companies, the increase remained below 10%. Notably, SAIC Volkswagen and GAC Toyota experienced a week-on-week decline in sales during this period.

2. Li Auto: Weekly sales reach 7,200 units

On April 25, Li Auto announced its latest weekly sales figures. With the delivery of the Li Auto L8 and L7 Air models, the company achieved a new weekly sales record of 7,200 units from April 17 to April 23. Combined with the previous two weeks' sales of 4,177 and 6,300 units, Li Auto's total sales this month have already surpassed 17,000 units.

Currently, the Li Auto L9, L8, and L7 Air have begun deliveries one after another, and their retail sales are rapidly growing. Previously, only monthly sales figures were released, but now Li Auto has started sharing weekly sales data as well.

According to its newly released sales ranking of new-energy brands, from April 17 to April 23, Li Auto's sales significantly outpaced those of other new-energy brands, securing its position as the weekly sales champion among China's new-energy brands once again.

3. Jaguar Land Rover: To Invest $19 Billion in Electric Vehicle Development

According to foreign media reports, Jaguar Land Rover will invest £15 billion (equivalent to $19 billion) over the next five years in developing electric vehicles to catch up with its competitors. Jaguar Land Rover is transitioning toward a fully electric vehicle brand, and the company plans to launch a new all-electric Jaguar car by 2025.

Jaguar Land Rover announced that the price of this four-door GT model will exceed £100,000 (equivalent to $124,200), and the new vehicle will be produced at the company's Solihull plant in central England.

4. SAIC Motor Releases 2022 Annual Report, Becoming the First Domestic Automaker to Achieve "Double Million Units" in Both New Energy Vehicles and Overseas Markets

On April 28, SAIC Motor publicly released its 2022 annual report. During the reporting period, the company achieved wholesale sales of 5.303 million vehicles, maintaining its position as the No. 1 domestic automaker for the 17th consecutive year. Additionally, SAIC became the first Chinese automotive group to surpass 1 million units in both new-energy vehicle sales and overseas market sales annually. The company's total operating revenue reached RMB 744.063 billion, with net profit attributable to shareholders of listed companies amounting to RMB 16.118 billion.

5. Zeekr Delivers Its 100,000th Production Vehicle

On April 25, Zeekr officially delivered its 100,000th mass-produced vehicle at the Shenzhen Delivery Center—the YOU version of the ZEEKR 009—marking a new milestone as the fastest-growing EV brand to reach 100,000 deliveries in just two years.

According to data officially released by Zeekr, the company delivered a total of 6,663 new vehicles in March, with the ZEEKR 009 accounting for over 2,000 units—making it the sales champion among luxury MPVs priced above 500,000 yuan.

   PART 3. Industry Chain Information
